* NATURAL RESOURCE DEVELOPMENT

providing a conduit for balanced information re: energy development. Most debate is emotion-based rather than fact-based. Approximately 15 members, industry heavy, and county involvement.

* REDEVELOPMENT

initial focus will be on the downtown (courthouse, etc.) and adjoining neighborhoods, plus the east end TIFD - tax increment finance district and the proposed South Boulevard TIFD. Approximately 20 members, broad spectrum membership including architects, planners both private and city-county, city manager and county commissioners.

* TAX REFORM

how does Billings raise revenue to pay for needed services and infrastructure without a sales tax? We will work closely with the Chamber strategically and legislatively. Approximately 10 members, broad spectrum membership. City serves as resource, and the Chamber is carrying the agreed upon legislation.

TORT REFORM

begins early spring (5th most litigious state in the US)

WORKER COMP

(focus in '07) for '08 will monitor the system, the review committee and expect positive change (MT's rate is the 5th highest in the nation) takes our workers much longer to get back on the job than our neighboring states. The number of back surgeries exceed the national average.

HEALTHCARE

(focus two years ago, will surface again) explore how we might effect change. Two major issues - the uninsured and the underinsured.

The taskforces meet monthly unless there are no tasks to be completed that month. The meetings typically 2hours. If at some point, we determine we cannot effect change, or we have succeeded, we will disband. These are not standing committees, rather ad hoc - topic focused. However, certain issues may require lengthy diligence.
